Can I sue if I signed a severance agreement?

It depends on the terms of the severance agreement. Employers don’t offer severance packages merely to be nice. Usually, if you’re offered a severance package, you have to give up certain rights. And typically those rights include the right to bring a lawsuit in court. So read your severance agreement and discuss it with your attorney so you can see what rights were given up by signing the severance agreement.
