Do managers have to be paid overtime?

If a manager is a true manager, and by that I mean is somebody who is in charge of other employees, one who hires, fires, make a determination of who gets paid what, then that manager is not entitled to get paid overtime, however, if he is just like any other employee and all that he has a manager to count is just his title, he may be entitled to overtime.
